About the Book
The present work is an attempt to study the forces that worked behind the organisational changes brought about in the executive and judicial administration of Bengal during the formative period between 1854-85. This was a period which witnessed a transition from paternalism to partnership. Particular empha-sis has been laid in this study on an analysis of the impact of Indian public administration in Bengal during the period.

About the Author
The author of this book, Mrs. Anuradha Chanda took her M. A. in History Thom Jadavpur University in 1968. At present she is a lecturer in History at Jadavpur University.

Preface
The period between 1854 and 1885 was significant in the political and social history of Bengal. In 1854 Bengal was organised as a separate administrative unit. Prior to this it had suffered from extreme administrative neglect primarily because the Governor-General of India was also the Governor of Bengal. The organisation of Bengal into a Lieutenant-Governorship, and the appointment of F. J. Halliday as the first Lieutenant-Governor ushered in a period of administrative activity in the Presidency. By 1885. when the first meeting of the Indian National Congress was convened, a new generation of educated and politically conscious people had grown up in Bengal who were reared under this administration. The period between 1854 and 1885. is particularly important because it witnessed the evolution of a new organisational structure, and of a system based on a series of post-Mutiny reforms, which include the transfer of Indian pos-sessions to the Crown, the codification of the laws, the establishment of the High Courts, and the reorganisation of the police. The present work is an attempt to study the forces behind the changes brought about in the executive and the judicial spheres. Particular emphasis has been laid on an analysis of the impact of Indian public opinion on the public administration in Bengal during the period. If Lord Ripon's assumption of power in 1880 be taken as the beginning of Indo-British 'partnership' in the Indian administration, the period since 1854 witnessed in Bengal the early transition from paternalism to partnership.
