Rural development, significantly of the rural poor, has increasingly assumed a pivotal role in national development planning. Its theoretical underpinnings and practical implications in drawing up policies, strategies and pro-grammes are receiving growing attention in international and national deliberations. The importance of combining economic growth with redistributive justice by providing adequate employment opportunities has been realised. This involves transferring assets, creating adequate skills, devising suitable technology and facilitating its adoption in agriculture and allied occupations, fostering villages and cottage industries, encouraging the service sectors, devising organizations and systems for supply of inputs, credit and marketing and above all, promoting a coordinated framework for basing governmental effort on people's participation. The plan is not made for the country but for the people. All devices are towards this basic objective of eradicating poverty in rural areas.
In this context, voluntary action assumes a crucial significance in rural development. Voluntary agencies have the advantage of bringing in a high degree of motivation, managerial skills and the quick responsiveness to the people's aspirations and aptitudes in the socio-cultural milieu.
Chetana, a voluntary organization with a difference, has set for itself a unique role in acting as a catalyst in unifying various forces, strengthening government's efforts, taking the lead in setting up model villages, organizing, assisting and training the rural people and development workers to rely on self-help, and promoting emergence of a modern, professional approach to rural development.
The present publication "The Tinctured Canvas -Concept Practice and Strategies in Rural Development"brings together the theme papers, articles, addresses and group recommendations of the Seminar organized in July, 1978 by Chetana in collaboration with the National Institute of Rural Development. Eminent national leaders, voluntary workers, administrators and members of the academic community have very perceptively brought out the important features in this endeavour. An analysis of the material shows a deep understanding of the newer approaches to better theoretical formulations of the under-currents of socio-economic forces, coupled with practical insights into workable plans of action and the administrative reorganization for facilitating economic and social betterment of the poverty-stricken masses in our country.
This publication would add to the current thinking on rural development and be of immense use for further action for all involved in the task of rural transformation.

The need for putting the task of rural development in its proper perspective has for some time been engaging the attention of several people coming from different walks of life and institutions. The Governments, both at the Centre and the State, have evolved and been implementing rural development programmes in one form or the other over a long period of time. Studies of the impact of these programmes have shown that any appreciable progress has yet to be achieved. It is a constant quest. As Shrimati Sharda Mukerjee has put it: ""Rural Development' -Magic words! but illusory and evanescent as magic; as un-real and deceptive as a mirage and then there is the reality."
CHETANA, which is a product of this restless quest, is aimed at finding a way through for reorientation of concept and philosophy, planning and successful implementation of rural development programmes. As an initial step, keeping in view its main objective of bringing together various people concerned with rural development for a unified effort, CHETANA organised a seminar on "Rural Development Concept and Practice."
Invited to this Seminar were people associated with policy-making in Government, representatives of banks, as well as those who are charged with implementation of the policies, side by side with voluntary organisations who have put in a lot of effort in this field. The CHETANA Society is indebted to the Governor and the Chief Minister of Andhra Pradesh, who lent their support to the project. Eminent personalities, including Sri Parakala Seshavataram, the Hon'ble Minister for Rural Development, Dr. V. Kurien, Sri Burra Venkatappaiah, Dr. Y. Nayudamma, Sri I. J. Naidu, Chief Secretary to Government of Andhra Pradesh, Sri K. K. Shah, Dr. G. Ram Reddi, Dr. B. C. Muthayya, Shri Sanjit Roy, Father Windey, and many others who participated, lent lustre to the Seminar. The Seminar was organised in collaboration with the National Institute of Rural Development, Hyderabad, the premier national-level institution engaged in training, research and consultancy in all aspects of rural development in the country.
The Seminar did away with the practice of presentation of papers, and proceeded to organise discussions on certain basic issues as the persons involved were all aware of the problems of rural development, and have practical experience of the field. The theme and background papers prepared by the N.I.R.D. and CHETANA were circulated.
