Foreword
Psephological studies in India have largely down attention of electors, thanks to exit polls and media to predictions, and thus have generated interest among the maases and intelligentsia are getting know the patterns of voting and historical accounts as well as changes thus have taken placer since the times of formation of constituent assembly and thereafter. The percussions of this formation cannot be fully comprehended with understanding the elections that took place couple of years later for the India Republic. The introduction of bicameral system and the taking over of the reins of the governance by the first prime minister of India have been beautifully chronicled in the book that you have in hands. I am sure the appreciable work undertaken by the principal author Prof Chahar and his mates will provide the understandings of discretion to choose the representatives and the liberty that the voters enjoy in this large participatory democratic country of the world. The simplicity with which the technicalities of this transparent and efficacious system of periodical elections have been described will be of great help to the ones who are interested in knowing the patterns that have existed so far during formation of governments and to those who art more concerned with the details dust may be meaningful to the specialists. I am sanguine that the chronicling of the elections in India in the present work will be useful for educational institutions and governmental organizations to undertake further descriptive and diagnostic research on the issue as well as use it as a reference book for apprehending the inner nature of elections that are sometimes perceived as obscure. The constitutional scheme in India makes it clear that the legislature and the executive authority of the centre as well as the states have been placed in the hands of the representatives chosen by people at regular intervals. The introduction of universal adult suffrage and the abolition of communal electorate are some of the most progressive and radical features of the Indian Constitution. The readers will get a glimpse of such features in a specially earmarked chapter in the present work. Despite the growing importance of the parliamentary elections, to my knowledge only a few studies in the field have been conducted in Haryana so far. I am sure the team of researchers under the leadership of Dr Chahar has made an appreciable attempt to examine the electoral process of the Lok Sabha elections in Haryana since 1967, post the formation of this state, which would help better appreciation of electoral process specifically at the state level, I congratulate Prof. Chahar and his team for their initiative.

Preface
Election studies in India have gained prime importance during the last two decades or so. In Indian universities, a lot of work has been done on different Vidhan Sabha and Lok Sabha elections from different perspectives. In common man's view, elections are a means of socio-economic and political change in the country. Political education, mass mobilization and mass participation also take place through the electoral process. The political awakening among the masses is raised to the climax by the electoral environment. In democracies elections are an important method to test the legitimacy of a political system. They provide an opportunity to various segments of society to capture the levers of power and thereby influence the process of decision-making. General elections thus are a trial to strength among various social forces competing with one another for capturing the position of power. Elections are particularly conspicuous and revealing aspects of most contemporary political systems. In democratic, secular, socialist India, the administrative set up at the Centre and State levels is based on adult franchise, direct elections, individual freedom, and competitive parties.
