Foreword
Manzoor Alam Quraishi has given us a bird's eye view of the period of our history which free India has to understand to mould the future. Born under British rule in a community which had not yet taken to modern education in a big way and had a longlee-way to make up, he had the best of education in the Aligarh University and had a ring side seat to watch and comment on the transfer of power and the great changes in the State of Uttar Pradesh, free from its shackles and trying to make a meaning of life for its people. Unlike many administra-tors, Manzoor Alam Quraishi had his feet on the ground and had an intimate knowledge of the people he was helping to govern and develop as a member of the prestigious Indian Civil Service. His reminiscences of this period of history in Uttar Pradesh will certainly be of help to those who want to under-stand the background of our present affairs with a view to lea-rning from the past. Today we hear that Uttar Pradesh has started blooming forth in agrarian production. The Green Revolution is starting. It is Manzoor Alam Quraishi as the Agricultural Production Commissioner of Uttar Pradesh helped by far-seeing politicians like Sucheta Kripalani and Charan Singh who had the fore-sight and laid the foundations of the Green Revolution of today in Uttar Pradesh. His reminiscences may give us some glimpses as to how he managed to supervise and advise so many develop-ment departments and also work with so many Ministers at the same time, without friction and so effectively. If any assessment of his fitness to record is needed, the Green Revolution in Uttar Pradesh of today is the answer.
About The Book
The present work contains the memoirs of a British-rule-born and educated member of the prestigious Indian Civil Service who had the good fortune of serving the free India till 1983. Naturally his memoirs are replete with rich, vast and varied experiences that he earned during his long career of public service from 1938 to 1983. By virtue of the fact that he has been an eye witness to the phenomenal epoch making struggle of independence and the transfer of power and the great changes wrought thereafter, he has felt deeply for the people of his country and has tried to meet the challenging problems as successful administrator. The present study is really an autobiography of an academically brilliant person who-besides having multi-dimensional hobbies like reading, playing tennis, hunting, gardening, touring, film going-finds time for serious studies and writings. This book is indeed a treasure of administrative experiences both under the British rule and in free India and gives us to understand how the author made U.P. deficit in food grains as surplus during the tenure of his working as Agricultural Production Commissioner. Certainly, the book will evince interest in the young administrators, technocrats and social workers who are engaged in molding the destiny of millions of our people living below the poverty line".
About The Author
Born on 24th July 1917, Shri M. A. Quraishi held a brilliant academic record, having secured a B.A. (Hons.) with a Gold Medal and scholarship, and an M.A. (First Class) from Aligarh University. Shri Quraishi, I.C.S. (Retd.), served as Additional Secretary/Secretary in the Ministry of Agriculture, Director of the Agricultural Refinance Corporation, Bombay, and as a member of the Agricultural Credit Board of the Reserve Bank of India for several years. He was also a member of the Management Board of the Indian Farmers Fertilisers Co-operative Ltd. (IFFCO), New Delhi. He authored several articles on agriculture and cooperation, community development, and rural development, and also contributed to "The Seventh Plan-The Approach Paper." He paid several visits to Washington as a Team Leader for project discussions with the I.D.A. (World Bank) and attended international seminars in London, Berlin, Kabul, Bangkok, Kuala Lamopan, and Seoul.
