About the Author
Born on 1st October 1957 Dr. Shashi Mehra have a bright academic career. After completing matriculation from the Govt. Girls High School Farmana (her native village), she passed her B.A. from Kurukshetra University Kurukshetra, and did M.A. in Political Science in 1978, and won Gold Medal in M.Phil., Pol. Science (1979) by standing 1st class first from Maharshi Dayananda University Rohtak. She started her teaching career as Lecturer, Political Science in Government College Gohana and also served in Government College of Women, Rohtak and University College, Rohtak in the same position. In January 1990 she got the 'Teacher Fellowship' of University Grants Commission for Ph.D. and awarded Ph.D. degree by the Maharshi Dayananda University Rohtak on the topic "Value Orientation of Legislative Elite A Case Study of Haryana (1977 1986)".

She joined the Department of Public Administration, Maharshi Dayananda University Rohtak on 29th September 1995 and presently working in the department as Sr. Lecturer.

Bharat Ratna, Dr. B. R. Ambedkar came to the forefront in Indian Politics by the sheer force of his personality, struggle, sacrifice and scholarship. His life is an example to the Indians particularly to the downtrodden. He was not only leader of ability and intelligence but also a man of letters, of selfless heart and of integrity. His great intellectual qualities and his services to the country and his community have put him in the front rank of great. men of India. He was one of the greatest builders of modern India, chief architect of India's Constitution, man of multi-dimensional personality, a missionary, Liberator and emancipator of the untouchables and downtroddens, Champion of human rights and a learned scholar.

I am extremely happy to know that the research. Papers presented by the scholars in the U.G.C. sponsored seminar, related to the perspective of Dr. Ambedkar on various aspects are being published by Dr. (Mrs.) Shashi Mehra. I am sure that this volume would be very useful to the students and readers, interested to know about the ideology of the great man.

Preface
I am very glad and feel privileged to edit this volume which inclu papers, presented by the scholars in the two days, 'National Seminar on Ambedkar Perspective on State, Caste and Social Justice', sponsored by the University Grants Commission and organised jointly by the Department of Sanskrit, Sociology, Political Science and Laws, Maharshi Dayanand University, Rohtak, on 13-14 May, 1992, on the occasion of Birth centenary of Baba Sahib Dr. B.R. Ambedkar. I am beholden to Director of the Seminar, Dr. B.S. Mehra, Reader Dept. of Sanskrit, who encouraged me to organise the papers of various scholars on various themes to edit this volume. I have gone through the papers and found most of the papers quite valuable and rich on the issue of social justice and various aspects of the ideas of Dr. Ambedkar. The contributors in their own way, have highlighted issues covering with insight full perspectives of Dr. Ambedkar on state, caste and social justice and socio-economic conditions of the down trodden, underprivileged.

It is our moral duty to honour the dedicated works of Dr. Ambedkar for the upliftment of the society and whole nation, particularly the down trodden to bring cheer into their lives.

Introduction
Dr. B.R. Ambedkar, one of the greatest builders of modern India, saviour of the down-trodden, chief Architect of Indian constitution, greatest pioneer of Buddhist revival in India, multi-dimensional personality, liberator and emancipator of untouchables of India from the Yoke of Hindu social slavery, a great educationist, a versatile genius an able administrator, a saint-scholar and giant intellectual was born on 14th April 1891 the 14 child of Ramji Shakpal and Bhimabai in a untouchable Mahar family of Ambavade village of Ratnagiri in Maharashtra, which like other untouchables were beast of burden and devoid of dignity and pride. His grandfather and father were members of the Bombay army of East India Company. His grandfather was a gallant soldier, and his father was an enlightened person who served for fourteen years as headmaster with distinction in the Army School and had attained the rank of Subedar Major.

Bhim Rao completed his primary education from Satara and joined in Govt. high school, Satara. In his school days boy Bhim faced and experienced the humiliation, hatred and hardships being an untouchable. After four years of study and research abroad in USA and United Kingdom, Dr. Ambedkar returned India, to see the miserable condition of his people, influenced by the free air in foreign countries, he was angry.
