This study is a pioneer attempt to re-construct the Political and Administrative History of Garhwal on the basis of primary sources, hitherto untouched, and to examine the interaction between administrative policies and their political repercussions during the British rule. With the British occupation of Garhwal, the region was di-vided into two administrative units—British Garhwal and Tehri Garhwal State. British Garhwal became a part of the neighbour-ing Kumaon Commissionery and in the Tehri Garhwal State, the erstwhile Parmar Rulers of Garhwal were reinstalled. < p> This work also makes a comparative study between the two administrative units.

It is altogether different from the Vaisnava Mahabhagavata known as Srimad Bhaga-vata or Bhagavata Purana. It consists of 81 adhyayas (chapters) devoted to the cult of Kali who is conceivgd as Para Prakrti or Para m a Brahman. Being a gakta Purana it deals with the heroic exploits of the Goddess.

She is represented as the source of all Saktis including those exhibited in the glorious activities of incarnations such as Rama and Krsna or the illustrious deeds of the great personages such as the Panda-vas, the heroes of the Mahabharata war. gaktism has a long history. It originated and developed in India and established Pithas in the country from which it exer-cised its control. The Purina describes Pithas at length. During the course of popularity, gaktism made its influence felt and was recognized by almost all the religious sects. A student of Comparative religion and of gaktism in particular can-not ignore this text which presents a clear-cut conception of the Goddess Kali and the ways of her worship. From the text of the Devi Gill (hymn to Sakti) incorpo-rated in this Purina we know the philoso-phical background of Sakti cult on the lines of Bhagavad Gita which is the basis of the entire Vaisnava faith.
