Introduction
Library is an institution for the dessemination of knowledge, the promotion of learning, and the advancement of education and research. As it is a social institution, it is open to all irrespective of any distinction and denomination. A library has to serve the needs of a large number of people by a large number of personnel, fora large number of purposes. This is an institution for universal and perpetual self-education and its functions are in a way greater than those of traditional teaching institutions. Library is an important element in the total communication process, both in the individual and in society and its emergence was an evidence of social maturity. The more sophisticated the society, the more complex its social organization, the more it needs libraries. Society needed libraries in order to make the records of the human adventure available over long periods of time by giving them protection. No one knows when actually did library begin, but records that have survived indicate that they are of great antiquity. Therefore, they must be essential to the development of a sophisticated as well as relatively primitive society. They fulfilled a human need and as we can assume that the first need was the one for custody, the one for preservation, to pass on from one generation to the next the benefits and the thoughts and the ideas and beliefs of previous generations.
